When is the equipment record created?

As per the title, when is the equipment record for a serialized item created in Dynamics GP 10? If a new item is manufactured, does an equipment record get created once the MO is complete or does it only get created when an item is sold? I'm trying to figure out what the trigger point is for the generation of equipment records.
