Different allocation quantities on Item Inquiry and Item Allocation Inquiry windows

I've discovered in our GP9 implementation that many / possibly all items that the "Allocated" quantity on the Item Inquiry window has a different value that the "Items Allocated" quantity on the Item Allocation Inquiry window. Should these values be equal for a given item?
