Upgrade From 9.0 to 10.0

I'm finally getting the hang of doing this upgrade thing....I know I've done enough vms of them.  But I am haveing a nagging problem going from 9.0 SP4 to 10.0 SP5.  When I launch the Dynamics Utilities, it asks for the Security file from the previous version.  I copied the Dynamics.set over to the new server, but when I browse to it, it comes back and says that it is the wrong file and needs the one for 9.0.388.

I'm a bit confused, since that version is that has the security info.
