Holds button on sales transaction entry opening Process Holds Inquiry not Process Holds Entry Window

I see from Help > About this window that it opens both. What determines which window gets opened when you click it? It used to open the Sales Process Holds Entry Window, which is what the users need and now has somehow changed to opening the Sales Process Holds Inquiry Window, which adds steps to their going in and removing a hold.
