GP Web Client Modified POP Purchase Order form won't generate

Upgraded GP 8 to GP2013 (12.00.1412) and verified upgrade was successful.

Then installed Web Client on same server (Windows Server 2008 R2 with SQL Server 2012).

The modified PO Blank form and Other form will print in the normal GP install but will not print in the Web Client.

I created a new REPORTS.DIC - same issue

I deleted and then re-created a new modified PO Other form with most but not all modifications - same issue

They do not have use or have loaded Project Accounting - just the standard POP

When printing in the web client, any selection Screen, Printer or file, a new window opens but it is blank and states "Completed" at the bottom. The window can be closed.  GP does not lock up or show any error message.  Waiting for several minutes does not change the blank window.

Other modified forms such as SOP invoices print fine in both standard and web client.
