Project Accounting - You can't delete budget IV items with existing purchase order transactions

Dear 

I had an item attached to the budget of a project, and a purchase order was created with that item , but the purchase order was deleted so that item is not attached to any purchase order anymore. still i am getting the below error when i am trying to remove it from the budget. 

You can't delete budget IV items with existing purchase order transactions

any suggestions?
