Modified Report - why can't anyone see it?

GP 2010 - SP3

I've been working on modifying a modified report (SOP Blank Order Form).  I've added the FAX # for the billing address.

I've granted security to everyone I can think of but I am the only one that can see the modifications - and only on my computer.

I've gone to others computers and logged in as myself to not see the modifications.

WHAT STEP am I missing?

I thought it might be the ReportDictionaryPath - on my computer it points to the C: drive, on others it points to either their C: drive or to the server.

Yet, when I change the path on my computer to that of the server, I can still see the modifications I've made.

I've tried everything I can think of - I am looking forward to solving this puzzle.
